i have blk and white electric lines in my home?

i connected the white line to blk line, and the blk line to red line on electrical water heater..do i have these lines properly connected..i can't get heater to turn on and have hot water...my circuit breaker is on and i am getting power to the heater

Yes, but for a electrical water heater, you need a double pole breaker, which means that you have the 220V required by a heavy duty appliance such as this or a stove. A double pole breaker is the type that has two switches built in to it. You can get 30 amp or 50 amp double pole breakers. For the water heater you should have a 30 amp double pole breaker. If this is a replacement water heater, the double pole breaker should already be there in your panel or subpanel, with a red wire on one side and black on the other, which is all you need.

At the water heater, it should not matter which way round you connect. Check what it says in the installation guide that came with the water heater.
