Black Ostrich

I'm looking for an old movie I saw on tv ~10 years ago. It's a meat propaganda with a black guy protagonist?

I can't remember the name of the movie. I hardly remember the movie, but it was hilarious. It was back in the day when Super Mario Brothers movie and 5th Element were on TV, too.
There was a black guy as the hero, and he promotes meat, and uses it to save the day and such. I recall the end of the movie was the hero was in a building that was gonna blow up, then an ostrich comes along and lets him ride it, then the ostrich flies out the window to safety.
I'm tempted to say that the line "meat, it's whats for dinner!" started with this movie. If you couldn't tell by now, the movie was really goofy, with a lot of cheesy special effects. I think the movie was from the 80s.

After separating from his wife, Leonard Parker (Cosby) quit the spy business and became a restaurateur. His wife refuses to speak with him, and his daughter, who changes her career more often than her clothes, has begun dating a man old enough to be Leonard's father! On top of it all, the government has asked him to come back and save the world again. The evil Medusa Johnson (Foster) has hypnotized animals into doing her bidding, and plans to use them to take over the world! It's up to Leonard to save the world, as only he can battle her vegetarians and man-eating rabbits!
